On August 5, 2021, the Prince George’s County Department of Social Services (“DSS”), filed in the Circuit Court for Prince George’s County, sitting as a juvenile court, a Petition for Guardianship with the Right to Consent to Adoption or Other Planned Permanent Living Arrangement (“the petition for guardianship”) for K.D.H., a minor child born on January 28, 2019.
