A lifelong resident of Baltimore, Debra A. Thomas is an attorney and owner of the Law Offices of Debra A. Thomas.

A University of Baltimore School of Law and Goucher College graduate, she was a trial lawyer for Allstate Insurance Company for a decade before opening up her own Towson-based law firm in 2004.

Thomas is a member of the Baltimore City Bar Association, Maryland State Bar Association, the Baltimore County Bar Association, the Alliance of Black Women Attorneys and the Maryland Association for Justice. She has served as chair of the family law committee of the Baltimore City Bar Association and the Baltimore County Bar Association’s bench bar committee.

Gov. Larry Hogan appointed Thomas to the Judicial Nominating Commission of Baltimore County in 2015 and 2019 as well as the Maryland Legal Services Corporation’s board of directors.

Thomas is a former president of the Baltimore Chapter of Jack and Jill Inc. and has served as an advisory council member for Nota of M&T Bank.
