Official faults doctors’ board for lax investigation of Dando

(AP) The inspector general of Maryland’s public health agency is blasting the state medical board’s decision to license a doctor in 1996 despite his conviction for raping a Florida woman at gunpoint 10 years earlier. The report released Wednesday says the Board of Physicians should have scrutinized William Dando’s application from the start, since it knew he was under treatment for substance abuse at the time. Instead, the board accepted Dando’s explanation that he had been convicted and imprisoned for an “assault while under the influence of alcohol.” The report says the board twice failed to investigate information it received later about the true nature of his crime. Dando permanently surrendered his license in September to resolve charges he sexually assaulted a female patient at a Western Maryland clinic.
