Criminal law — Sentence reduction — Wrong legal standard
On March 25, 2022, Chalmers Efram Smith, appellant, filed a motion in the Circuit Court for Baltimore City seeking modification of his sentence pursuant to section 8-110 of the Criminal Procedure Article (“CP”) of the Maryland Code, which authorizes a person who committed an offense as a minor prior to October 1, 2021, to file such a motion, once the person has served at least 20 years imprisonment for that offense.
