The Honorable Theresa “Terri” Morse has made significant strides in her legal career at a remarkably early age. Appointed to the District Court of Maryland for Baltimore City at 36, she quickly established herself as a formidable presence on the bench.
Before her appointment, Morse served as an assistant state’s attorney in Baltimore City and Anne Arundel County, where she prosecuted numerous cases and gained a reputation for her skill in the courtroom. James H. Green, associate judge for the District Court of Baltimore City, recalled, “Her talent in the courtroom was noteworthy, as she rose quickly through various trial units before shifting to Anne Arundel County and finally to the Office of the Attorney General, where she often handled the toughest and most complex cases with ease.”
In addition to her judicial duties, Morse serves as a mentor to law clerks and teaches as an adjunct professor at the University of Maryland Francis King Carey School of Law. She also presides over the Mental Health Court, a specialized docket that takes a problem-solving approach to cases involving individuals with serious mental illnesses.
