In her current role since February 2023, McLeod optimizes traffic management and safety by designing and implementing Transportation Systems Management & Operations strategies and Intelligent Transportation Systems technology. She has secured $12 million in funding for statewide transportation programs while ensuring regulatory compliance and successfully aligning projects with state and federal policies. McLeod supervises four employees and leads Connected and Automated Vehicle initiatives by managing foundational projects and directing deployment efforts.
McLeod currently serves as committee chair for the Maryland Quality Initiative Outreach Subcommittee and previously held the role of technology chair for the Baltimore Metropolitan Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated. She mentors a high school student named Jada who aspires to become a cardiologist, supporting her academic growth and college preparation.
“My most significant professional accomplishment is leading statewide outreach efforts as Chair of MdQI Outreach, connecting hundreds of students to careers in engineering and construction,” McLeod said. “Through mentorship programs and hands-on events, I’ve helped diversify the talent pipeline and inspire the next generation of industry professionals.”
McLeod has received multiple honors, including the President’s Award from the Baltimore Metropolitan Alumnae Chapter in 2023 and 2022, the Master of Engineering Dean’s List Award from 2015-2017 and the NASA GESTAR Outstanding Researcher Award from 2014-2015.
McLeod describes her commitment to inspiring change as creating spaces for growth, access and empowerment both in her organization and the community. She leads by example through mentorship, outreach and inclusive project initiatives that amplify underrepresented voices.
“What sets me apart is my ability to lead with both strategy and empathy — balancing results-driven goals with people-centered impact,” McLeod said. “I consistently create opportunities for others to grow by mentoring future leaders, driving inclusive outreach initiatives and building systems that support long-term success.”
