Carroll Community College president announces retirement

Dr. Jim Ball, the third president of Carroll Community College (CCC), Thursday announced to the college community he will retire after the end of the current school year, effective July 5.

The date will mark 10 service years as president, 25 years of service in executive-level leadership at CCC and it will conclude a 47-year career in higher education.

The college’s board of trustees voted unanimously to appoint Dr. Rose Mince as Carroll Community College’s next president, effective July 6. Until that time, Mince will assume the title of associate president, where she will carry out her current duties and work alongside Ball to create a smooth transition of leadership for the college.

Over the past four years, CCC has been rated as the top community college in Maryland for its student outcomes by such organizations as Intelligent.com and Edsmart.org.
