Jessica A. Quincosa, Esq., serves as executive director of Community Legal Services, a civil legal services provider in Anne Arundel and Prince George’s counties based in Greenbelt.

Since assuming leadership in June 2017, Quincosa has fundamentally transformed the organization from a pro bono referral program into a direct services law firm. Under her direction, Community Legal Services has expanded its budget by more than $4 million and developed innovative programs including eviction prevention services, a domestic violence wellness program and a jail program that provides legal advice to inmates on civil cases. The organization has extended its eviction prevention services beyond Prince George’s and Anne Arundel counties to include Montgomery County.

“My greatest accomplishment is expanding CLS to assist more clients,” Quincosa said. “We have become a direct services law firm. We have increased the number of clients we assist on a daily basis.”

As a member of the Maryland State Bar Association leadership academy, Quincosa has mentored more than 10 new attorneys during their fellowship programs. She maintains ongoing mentoring relationships with many of these attorneys, who continue to seek her guidance and advice.

Quincosa currently serves on multiple boards, including The Judge Alexander Williams, Jr. Center for Education, Justice & Ethics since 2024, the Maryland Automobile Insurance Fund from 2023 to 2028, and the Judicial Nomination Committee for Anne Arundel County from 2023 to 2026.

Her leadership has earned recognition through the Maryland Daily Record’s Top 100 list in 2022 and 2025, and Leading Women honors in 2016 and 2025. The Maryland Bar Foundation recognized her work with the Advancement of the Rights of the Disadvantaged award in 2024.

Quincosa has prioritized building an organization that reflects the communities it serves. Community Legal Services maintains a staff that is nearly half Hispanic, actively participates in community events for outreach, and hires employees based on life experience rather than exclusively legal background, creating a workforce that understands the challenges facing income-eligible clients.
