Jose Armando Ochoa serves as vice president of finance at Fello, where he leads revenue management and billing operations for innovative disability services programs. Since joining the organization in spring 2024, Ochoa has distinguished himself by developing strategic banking partnerships to scale community development initiatives and successfully navigating complex state and federal audits required by multiple funding streams.

Throughout his finance career, Ochoa has demonstrated exceptional leadership in driving organizational growth and operational efficiency. At Southwest Key Programs, he played a pivotal role in increasing annual revenue by $18 million. During his tenure as senior director of international finance at EngenderHealth, he implemented strategic initiatives that reduced restricted fund usage from $500,000 to $250,000 annually, significantly improving the organization’s financial flexibility.

Ochoa’s leadership ensures strong cash flow management for this complex funding structure, enabling seamless service continuity for program participants who independently hire, train and compensate their support teams while receiving behind-the-scenes financial and human resources assistance from Fello.
