Gabriel Maximilian Moreno serves as a state delegate in the Maryland General Assembly representing District 13 in Howard County, championing policies that advance equity, expand opportunity and uplift all Maryland families. “I went into law because I believed the legal profession should be a bridge for people without power, not another barrier,” Moreno said.

From July 2023 through January 2026, he served as CEO of Luminus Network, leading strategic initiatives that supported immigrants through comprehensive programs and direct services. In that role, he collaborated with the board of directors on policy, fundraising and visibility while serving as the organization’s primary spokesperson as Luminus expanded access to vital resources and opportunities for immigrant families across the state.

With fluent Spanish and more than a decade of experience as an immigration attorney, Moreno is highly respected by the immigration community. His work with Kids in Need of Defense from 2015 to 2023 included serving as senior attorney for the Family Separation Response Team and as senior direct representation attorney, providing free legal representation for unaccompanied children, mentoring pro bono attorneys and delivering advanced trainings on asylum law, family separation and humanitarian relief. During the height of the “Zero Tolerance” policy in 2018, Moreno was deployed to the border to co-lead efforts to interview distressed parents and gather demographic data to locate detained children. He also helped demonstrate that the federal government could use digital scanning and key term searches to identify separated families in less than four minutes.

Moreno serves on the State of Maryland Office of the Attorney General’s Maryland Commission on Hate Crime Response and Prevention and previously served as a commissioner on the Maryland Governor’s Commission on Hispanic and Latin American Community Affairs and as a commissioner for La Alianza Latina Commission in Howard County. He serves as Vice Chair of the Latino Diversity Leadership Council for the Maryland Democratic Party and as Vice President of the Columbia Democratic Club. The first Hispanic male to serve on the Howard County Democratic Central Committee, Moreno is now one of the first state elected legislators of Hispanic or Latino heritage in Howard County and has served as a delegate to the Democratic National Conventions in both 2020 and 2024.
