Nearly three years later, a lawsuit was filed by appellant, Scott Webber, against appellee, Harry R. Field, alleging negligence and seeking damages. Appellant’s Complaint was dismissed, pre-trial, with prejudice, by the Circuit Court for Montgomery County for his failure to comply with the discovery requirements of the Maryland Rules of Procedure and various court orders dealing with his discovery deficiencies.
