In 1997, Anthony R. Bell, appellant, was convicted of first-degree murder following a jury trial in the Circuit Court for . The court sentenced him to a term of life imprisonment without the possibility of parole. In August 2020, Mr. Bell filed a “Motion for Modification of Sentence Due to Pandemic” (motion to modify sentence), wherein he requested the court to reduce his sentence and release him from custody based on Chief Judge Barbera’s April 14, 2020 “Administrative Order Guiding the Response of the Trial Courts of Maryland to the Covid19 Emergency as it Relates to Those Persons Who Are Incarcerated or Imprisoned.”
