City announces Star-Spangled Sailabration for 1812 bicentennial
City and state officials - and some dressed up in early 19th-century garb - gathered at Baltimore's Inner Harbor on Thursday as plans were announced for the "Star-Spangled Sailabration," an international maritime festival to launch Maryland's three-year War of 1812 bicentennial festivities.
