Appellant Brian Arthur Tate appeals the denial, by the Circuit Court for Howard County, of his petition for writ of habeas corpus. In his timely appeal, Tate, representing himself, argues that States must provide “juvenile lifers,” like himself, a meaningful opportunity to obtain release from prison based on demonstrated maturity and rehabilitation. Tate argues that Maryland’s parole system does not provide him that meaningful opportunity and is therefore unconstitutional.
