Tracy E. Ashby, Esq., MBA, ICC, has spent three decades at the intersection of law, business strategy and compliance, earning a reputation for sound legal guidance, strategic partnership and resolving complex matters for both public and private organizations. As general counsel for the Community College of Baltimore County, she oversees a broad legal portfolio encompassing employment law, administrative law, contracts, regulatory compliance, higher education law and litigation management.

Her professional path reflects a unique combination of legal expertise and business acumen, with a background that spans private and nonprofit sectors. Prior to joining the college, Ashby served as vice president and general counsel for T. White Parker Associates Inc., where she directed enterprise-wide legal operations.

Her work at the Maryland Commission on Civil Rights included extensive litigation and civil rights experience across equal employment opportunity, housing and public accommodations law, while her role at Finnegan, Henderson, Farabow, Garrett & Dunner LLP involved negotiating complex international intellectual property licenses.

Early in her career, she advocated for survivors of domestic violence at the Women’s Law Center of Maryland and completed internships with the Supreme Court of the United States and the Congressional Black Caucus.

Ashby holds a juris doctor from the University of Missouri–Columbia School of Law and a Master of Business Administration from Loyola University in Maryland.

 and a Bachelor of Arts in justice from The American University. She also holds the Association of Corporate Counsel In-House Counsel Certification and has completed executive education programs at Harvard Law School and Cornell University.

Deeply committed to service and leadership, she serves on the Board of Directors for the Women’s Law Center of Maryland and contributes pro bono service through the Tahirih Justice Center, Maryland Pro Bono Resource Center and the Homeless Persons Representation Project. She also volunteers with the Capital Area Food Bank and the Special Olympics, and teaches in paralegal certification programs, where she assists students in developing foundational legal knowledge, gaining practical insight and better understanding opportunities available within the profession. A first-generation college student herself, she has been a member of Alpha Kappa Alpha Sorority, Incorporated for over 35 years.

One of the most difficult battles of her life came with a simultaneous diagnosis of uterine and colon cancer, a challenge she faced with the support of family, friends and faith. “Cancer became part of my story, but it does not define me,” she said. “Instead, I am reminded that even in life’s most challenging moments, there is purpose.”
