Rhiannon Miller is a project manager at RK&K, LLP, where she plans, funds and delivers water and wastewater infrastructure projects across Maryland and the region for small and rural communities. She works alongside communities whose resources are often limited, helping local governments navigate regulatory challenges, secure funding and complete projects that strengthen long-term community resilience, protect public health and support environmental stewardship. Clarity, accountability and results are what she brings to those projects, and firsthand experience addressing community needs has shaped a people-focused, solutions-oriented approach to leadership. Miller returned to her hometown of Garrett County after college intent on making a meaningful community impact as an engineer and through community service, particularly in advancing women’s opportunities.

Her most significant project came in Grantsville, where she helped the town secure $33.6 million in grants, 92% of total project cost, toward a new wastewater treatment plant. The plant ensures economic stability, environmental protection and long-term public health for a small Maryland community.

Miller joined the Garrett County Commission for Women in 2022 and won election as chair in 2023. She steered the Commission toward decisions grounded in data and measurable outcomes, so its advocacy and programming would better fit the real challenges women in the county face. A countywide survey she led of more than 500 women identified key issues including childcare, limited access to mental health providers, addiction, domestic abuse and sexual assault, housing and the lack of women in leadership roles, findings that now guide the Commission’s advocacy efforts, community partnerships and strategic direction.

Membership and visibility have grown under her leadership, scholarship and Women’s Hall of Fame programs have been revitalized and ties to the Maryland Commission for Women strengthened, turning an advisory body into one that actively drives awareness, advocacy and action.
