The issue in this interlocutory appeal is whether the Circuit Court for Baltimore City erred when it denied a motion to quash subpoenas requiring former Baltimore Mayor Bernard C. “Jack” Young and former Comptroller Joan Pratt to appear for depositions in a civil action. The appellant is the Mayor and City Council of Baltimore; the appellees are the Friends of Gwynns Falls/Leakin Park, Inc. and several individuals (collectively the “Friends”).
